Economic and environmental impacts of Agenda 2000.

The economic and environmental impacts of Agenda 2000 are assessed based on the Commission's proposals of March 1998. A linear programming model is used allowing a detailed specification of the different policy measures and the modelling of adaptation strategies by changes of intensity, scale and allocation of production. The assessment is based on a farm sample representing structural characteristics of farming in Germany. It is concluded that the actual changes agreed under Agenda 2000, rather than the 1998 proposals, will mainly have economic implications, with income losses lower and an improved situation for larger farms. Compared to the original proposal no major changes are foreseen in terms of projected impact on the environment.
