This chapter discusses the importance of direct payments under the Common Agricultural Policy in the EU, and their treatment in the World Trade Organization. Topics covered include the origins of the 1992 reforms, the 1992 (MacSharry) and 1999 (Agenda 2000) reforms, and limits on the total level of domestic support (Aggregate Measurement Support) that countries can provide their farm sectors under the Agreement on Agriculture concluded as part of the Uruguay Round GATT negotiations.
