This chapter explores the practicalities and acceptability of a bond scheme as part of Common Agricultural Policy reform in the EU. It begins with a discussion on the need for a decision on the future of direct payments. A six-component implementation of the bond scheme is described. The difference of the bond scheme from the Fischler reforms, potential problems, reactions to the proposed scheme, and the role of bonds in future reforms are discussed.
