The innovation system in agro-food biotechnology - is it European?

This chapter analyses whether national or sectoral systems of innovation are dominant in shaping the development of agro-food biotechnology within the European Union. A simplified overview of the factors significant to innovation, the embedding networks, and their inter-relationships is presented. The empirical data of the analysis is based on a European research project funded by the European Commission (European Biotechnology Innovation Systems) conducted between 1999 and 2000. A common framework was developed in order to analyse the innovations in biotechnology in 3 sectors (biopharmaceuticals, agro-food, and equipment and supplies), in the countries involved in 8 case studies: Austria, France, Germany, Greece, Ireland (Irish Republic), The Netherlands, Spain and the UK. The empirical results are discussed in detail.
