'Beginnings' or pre-implementation.

This chapter provides an overview of the beginning or pre-implementation phase of a community-based co-management programme. Examples of fisheries co-management programmes initiated externally from the community (external beginnings) and within the community (internal beginnings) are presented. The pre-implementation phase involves the following processes: problem recognition; initial action; collection of information; community meetings; assessment of the need, feasibility and suitability of co-management; development of a preliminary plan and strategy; seeking funding; initial approvals for the programme; establishment of linkages among fishermen, government and stakeholders; and moving to implementation.
