Public policy-making.

This chapter examines the formal structures of democratic governments and their formal decision-making processes, including: unitary versus federal systems; Westminster versus presidential models of government; and the roles of quangos, trusts and the non-profit sector. Alternative models of decision-making are reviewed, including: power-based models; rationality models; public choice; institutional approaches; and personality, cognition and information processing. While the rational-comprehensive model has been criticized as being unrealistic and unworkable in practice, it remains a useful framework for analysing and undertaking planning and policy development; the model presented is therefore used as a framework for some of the discussion in subsequent chapters in the book. Finally, there is a brief introduction to the concept of urban regimes, which are seen as an increasingly common feature of governance of the local state and particularly relevant to leisure and tourism policy-making.
