From landrace to modern plant breeding.

This chapter focuses on the role of seeds in agriculture and cultivar development, early development of crop domestication, cultivar nomenclature and importance of the subspecies. The role of plant breeders in cultivar development, formulation of breeding policy and its implementation, participatory plant breeding, plant breeders' rights and the role of the International Plant Genetic Resources Institute are discussed. The importance of cultivar trials, cultivar identification and classification, seed policies for countries in transition, restoration of seed supply and reestablishment of seed industries, seed certification, the Quality Declared Seed system and public and private sector assistance for seed industry development are highlighted and the organizations operating internationally to assist seed trading and policies, i.e. the International Seed Federation, the Organization for Economic Cooperation and Development and the Asia and Pacific Seed Association, are presented.
