Expected consequences for Serbia and the EU of Serbia accessing the EU.

This chapter draws on the previous chapters of the report in order to derive the likely consequences for Serbia's agricultural and agri-food sectors should it become an EU member in five to seven years. Three groups of issues are explored in this chapter. The first set of issues relates to Serbia's ability to assume the obligations of the acquis regarding competition rules, property rights (intellectual and industrial), and free movement of agricultural products within five to seven years. The second set of issues relates to the implications of membership for agricultural markets in Serbia, and their capacity to cope with competitive pressure and market forces implied by the EU single market. The emphasis will be on how the policy changes necessary for membership affect the functioning of agricultural and food markets. The third group of issues concerns the budgetary implications. Since EU budget flows to Serbia imply nearly identical budget costs for the EU-27, there is a strong link in this respect. This chapter is organized in eight sections. Following the introduction, section 11.2 presents the key assumptions underlying our future projections. Section 11.3 critically discusses the implications of EU membership for Serbian policies that relate to agricultural, food and rural development, international trade, and agri-environmental interactions. Section 11.4 explores the implications for agri-food chain developments. Implications for the institutional framework of Serbia's agriculture are discussed in section 11.5, with an emphasis on the quality and functioning of economy-wide institutions to the extent that they shape agricultural activities. Financial consequences for Serbia are explored in section 11.6. Section 11.7 takes the EU perspective and discusses the consequences of Serbian EU membership for the EU food chain and trade opportunities, and for the EU budget. Section 11.8 summarizes major conclusions and formulates a number of recommendations on how the Serbian government and the agri-food sector could take up the challenges that face them in preparing for EU membership.
